Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the grim essence of the outgoing year. By day, political struggles are waged: positive announcements are issued from different nations. Immense energy is expended on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from across the border, a capability afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a incoming threat. This was a modern interception technology at work, probably supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The brief panic quickly becomes resigned acknowledgment: maybe the hostile projectile won't cause damage this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv faced the daybreak reports: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a need that neighboring countries are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, endure.
Strategic Calculations
It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is impossible to compel Moscow to surrender the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until conditions improve in its benefit.
Existing Situation
Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a just a single week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
